The location of the natural=coastline should be clearly visible to provide good mapper feedback
There should be a visible difference between sea water and inland fresh water
The color of the seas should be less intense than inland waters, since they take up a very large part of the rendering at lower zoom levels
Mappers should be discouraged from using natural=water polygons over the oceans to render labels for seas
Actual behavior
The ocean polygons are rendered in the same color as all inland water areas
Mappers do not have feedback on the location of the coastline transit in debatable areas near estuaries and rivers. It's not obvious if another user changes coastline to natural=water or waterway=riverbank
Since the ocean and natural=water are the same, some mappers tag areas of seas with natural=water to get a label rendered.

if we have a color for seas, we can also use this color to help distinguish salt lakes and lagoons from fresh natural=water features; see discussion in. #3893
