Well many I know are physically located in shops with a storefront. Anyway if you want to change the colour, I find the office-blue more suitable. It is a commercial service closer to an insurance broker than to the general education system.
A steering wheel might be a good icon choice?

Many places of worship, restaurants, cafes, credit unions and offices are located in retail store-fronts, in America at least. But a driving school is not a retail business: it does not directly sell goods or retail services.
I agree that it is somewhat similar to an office, especially since some driving schools mainly offer on-road lessons, though in others they also have classrooms like other types of trade or certification schools (e.g. music school, art school, language school, etc).
So either amenity-brown or office color would be an improvement.
I'm in favor of office blue. Driving schools, like tutoring offices and other similar institutions are not part of the formal educational system.
Also in favour of office colour.
