Render specific icons for motorcar and hgv parking #4171

Currently parking areas tagged as motorcar=designated and hgv=designated only render with a P icon. So there is no way to tell them apart in places, like rest stops, where heavy good vehicles and cars park close to each other in the same general parking area but share parking spots. Which has lead to a lot of miss uses of the name tag as a descriptor. Currently 64% of the uses of hgv are combined with the name tag and 27% of motorcar are. It's highly doubtful a good portion of those are legitimate parking lot names. Especially for hgv. Rendering specific icons would solve it, but it would also add incentives for using the hgv=designated and car=designated tags more. Plus, there are already specific icons for motorcycle and bicycle parking.

The tags hgv=designated and motorcar=designated are not currently mentioned on the wiki page for Tag:amenity=parking. The tag hgv=designated has been used in combination with this feature 3791 times - https://taginfo.openstreetmap.org/tags/?key=amenity&value=parking#combinations

Well, I guess they can be mentioned on it then. 3791 uses is enough to warrant documenting it IMO. I didn't see an alternative with more uses (or at all even) when I was doing research about it.

They're probably not mentioned there because they're widely accepted access tags which are highly documented elsewhere (and apply to many different types of feature)

While hgv=designated is widely accepted as an access tag, it would be helpful to mention it at the wiki page for amenity=parking, since this is not widely known, prior to adding rendering for it in this style.

Note that previously there was a request to render amenity=truck_parking or amenity=hgv_parking and amenity=bus_parking ( #3667 ) - so we need to clarify if there is consensus about mapping HGV/Truck parking as amenity=parking rather than a more specific tag.

There was some discussion about this on the tagging list back in January, when someone noted amenity=tourist_bus_parking had been documented (https://wiki.openstreetmap.org/wiki/Tag:amenity%3Dtourist_bus_parking).
