`amenity=festival_grounds` doesn't have the `name` rendered #4943

Expected behavior

One would expect the name of a location that get maybe a million visits per year to have its name on the map.

Actual behavior

The name isn't rendered at all.

The tag documentation lacks a language and culture independent definition of a festival and a delineation towards other tags in the domain (in particular amenity=music_venue, amenity=events_venue and amenity=theatre + theatre:type=open_air).

Practical use currently has significant concentrations in Estonia (180 uses) and southern Spain (138 uses).
