So once bridge casings are no longer rendered layer tag should not influence ordering of roads? Hopefully it is doable without an ugly SQL.
When there is a ground-level trunk or motorway with overpasses, particularly ones parallel to the road, the road can end up looking interrupted.
The 35 in Thailand is the best example of this, but I've seen it at the A43 and B4525 in the UK and other places around the world.
Rendering based on layer is good at higher zooms where you want it obvious what's on top of other layers, but at z9-z11 we're not showing any casings, so you can't really see what's on top anyways, and at those zooms you'll probably be doing long-range planning, so overpass vs underpass is not particularly important.
