Set e-mail settings in webinterface #812

You now have to configure the outgoing e-mail settings in the graylog2-server config file per node, which is not very dynamic. Is it possible to add this to the webinterface and save it in Mongo? :)

Also add the ability to send a test message when configuring the settings, somewhat like the LDAP page provides testing the connectivity.
