Hybrid ChronoKeeperGrapher implementation

Implement a hybrid Keeper-Grapher binary instance
This should include:

• Dual LogEvent and StoryChunk ingestion Queue
• RecordingService that excepts LogEvents and StoryChunks
• changes in KeeperRegistry logic to handle a hybrid keeper-grapher logic
