Cutting plate model #8

US cutter blade is not set as collision object, needs to be added into the xacro and the collisions need to be handled in the toolpath follower.

Cutter blade added as a collision object and the stock handler has been modified to add and remove touch links, allowing collisions with the stock material and an assigned link.
