Tool plate virtual joints #9

Need to move the tools (cutting and milling) to be virtual joints allowing them to be re positioned at startup. Also useful to determine a good placement for the tools.

Should just need to:

remove fixed joint in urdf
assign as virtual in moveit
set the transform at startup
