Not respecting AD Minimum Password Age setting #308

What steps will reproduce the problem?
1. Set AD Group Policy Minimum Password Age to 0
2. Change password
3. Change password again right away

What is the expected output? What do you see instead?

Expected the password to be changeable. Instead, we get the Password_TooSoon 
error for about 5 minutes after a password change.

What version of PWM are you using?
1.6.4

What ldap directory and version are you using?
Active Directory 2008 R2

Please paste any error log messages below:

No error messages.

same issue with same details (Win2k8R2 Domain, PWM 1.6.4 b1185), bug confirmed.
Please fix ASAP.

The current PWM builds should resolve this issue.
