New index file supporting Accessions and GIs from NCBI #6

This is version v0.9 which now supports accessions and gis using the same interface. Therefore, older programs can be used exactly as before.

Coverage increased (+8.6%) to 59.545% when pulling 78aaafeddd02b9435421b5747d3882c8531f011d on feature-new-index-file into d0d9dd6497115fa06c947aea71fc8b8b5b79f426 on master.
