Fullscreen applications always take priority over always on top windows. This
is by design in Windows and can't be changed (without resorting to ugly hacks).

could I just change the program's priority in task manager?
like so: open task manager, click processes tab, right-click hardware monitor
process, click "set priority", and then click "high" or "realtime"?
would this give it priority over Battlefield 3?
