WCID descriptors #42

We have WCID descriptors in Saturn-V but not Apollo.

We'll also need to add these to the flash bridge in apollo.gateware.

Support for this is needed in LUNA, tracked at https://github.com/greatscottgadgets/luna/issues/141.
