Windows: Analyzer low speed test device not assigned WinUSB driver #168

First reported at https://github.com/greatscottgadgets/packetry/issues/139, and I've reproduced it on Windows 10.

The analyzer's low speed test device enumerates, but is not assigned the WinUSB driver.
