This PR replaces the existing Cynthion cli tool with a thin wrapper around apollo that allows us to easily:

Add new commands to apollo that are specific to Cynthion.
Override any existing apollo commands with behaviors that are specific to Cynthion.
Remove any commands from apollo that we do not wish to expose to users of the Cynthion cli tool.
