This PR:

Renames the luna pypi package name to luna-usb
Adds missing package metadata
Configures package for setuptools-git-versioning
Removes unused dependency: amaranth-boards
Removes unused dependency: tox
Update CI build script to get amaranth-boards and amaranth-stdio via cynthion[gateware] instead.
