Add release system for the plugin (initialize the system) #12

Is your feature request related to a problem? Please describe. There is a lack on releasing automatically our plugin and make available plugin Jars with a tagged version.

Describe the solution you'd like Use Github workflows to do automaticaly a release on push tag event

Describe alternatives you've considered No other alternatives because it seems to be the best practice on github open-source projects

Additional context The release notes would be automatically got from CHANGELOG.md file.

First release automaticaly generated with github workflow tag_release.yml : https://github.com/green-code-initiative/ecoCode-mobile/releases/tag/0.0.1 sytem is operational but some optimizations have to be done ... check other issues
