Use centralized rules specifications #16

As described in https://github.com/green-code-initiative/ecoCode-javascript/pull/14#issuecomment-1630828181, the idea of this PR is to use the centralized rules specifications stored on Maven central.

So I'm using v0.0.1 of the artifact, and this works well on SonarQube 10.1! Thank you @jycr for the awesome work on this artifact, the integration was nice and easy to do 🔥
