Deprecation of rule EC63 for java because of discussions on https://github.com/green-code-initiative/ecoCode/pull/230#issuecomment-1848771785

Hello! Can you also update the documentation file in rules specitification artifact, like what I have done in #243? I'm not sure that the rule really appears as deprecated in the interface without this modification.

EDIT: And I think we also need to add a sentence at the top of the asciidoc file to explain why this rule is deprecated
