Enable not sending the data to the `https://metrics.green-coding.berlin` project

Some users want to calculate the data, but not share it with https://metrics.green-coding.berlin, especially for Enterprises or private repos. I'd be happy to help you with this by sending in a PR for this

Totally agree. That is already discussed in https://github.com/green-coding-berlin/eco-ci-energy-estimation/issues/3#issuecomment-1499266504 , but I guess it also makes total sense to keep this as a separate issue.

It is already in the works, so no need for a PR from your side @rajbos . But thanks for showing interest in this feature, this generally encourages to work on it :)
