Local development instructions? #1

I ran the root directory of this project on localhost and went to visited http://localhost/en/wallet.html, but just got a spinner.

Is there configuration or build system that needs setup?

Remove the electrum.js inclusion and I believe it should load.

You can load the directory by enabling development mode in Chrome and then opening it as an extension, similarly to DarkWallet. Going to add a proper readme :+1:
