ISSUE_TEMPLATE: instructions for getting gvm-libs version missing #16

@davidak This probably should be moved to https://github.com/greenbone/templates/issues for discussion if it should be:

  1. globally added to https://github.com/greenbone/templates/blob/master/ISSUE_TEMPLATE-template.md
  2. dropped from all repository templates (e.g. openvas-scanner repo has gvm-libs but missing the info about the version as well).

Keep in mind that there is no simple binary call to gather the gvm-libs version (similar with openvas-smb) and that was the reason to not add it initially.

The @greenbone/gvm-dev team should decide if they need that information in tickets to solve them and maybe add a way to get the information.
