Aim 1 update #13

Goals of these changes:

Integrate with the rest of the proposal styling (eventual move to proposal.md document)
Move background -> background section.
Focus aim specifically on elements related to training model.
Expanded the text a bit. May be too long. There are items that we can cut.
Address #11 from @chrisprobert with an explicit mention of contribution.

Note that reference numbers, where they occur, should point to the right things. Not everything has a reference number though - this is intended. We'll handle refs in the entire document.

Merging. We will need to go back for a full read through once all 3 aims are there. Onward to Aim 3!
