Create integrated document #17

This creates an integrated proposal document.

There are some pieces still missing - short bios of each grad student / postdoc noting your background & what you will contribute. @jaclyn-taroni @huqiwen0313 and @gwaygenomics can you contribute these?

Also, I still need to create a single integrated references section, so this PR will change. If you want, I can incorporate the bios. Otherwise, feel free to make a commit to this that adds your bio. I will avoid touching that part until you tell me its ok.

Ideally proposal.md

The personnel text will get removed from budget_justification.md
