Citation needed: `Less than 1% of the genome can be confidently labeled as bound for most transcription factors.` #612

Also needs citation: It is not unusual to obtain a chromosome-wide auROC greater than 0.99 for TF binding predictions but a recall of 0% at 10% FDR.

The 1% of the genome claim seems to have been added by @jisraeli in b89e20c1e589f721608a1260f1b6ed55f0340065. @jisraeli do you have a citation for this?

For example, less than 1% of the genome can be confidently labeled as bound for most transcription factors.
