Look into pan-cancer coefficients for cancer type #23

See #29 for some analysis of this: it doesn't seem like these coefficients are used all that often by the pan-cancer models, and it doesn't seem to have a huge effect on performance when they are used. Maybe some of this information is also represented in the gene expression data? Will have to continue thinking about it.
