Data Download and Processing #14

Depending on the nature of the data, the repository should store instructions on how to download and use.

This is a major part of ensuring reproducible science. See https://github.com/cognoma/cancer-data as an example. A brief description on how to initialize a repo (if applicable) should also live in the README (related to #10)

Also need to provide environment manager.
