Missing artifacts in namespace summary #25

In situations where :all is set and an included artifact doesn't have a CJD comment, the artifact is not being included in the summary on its namespace page.

And, we note that this includes artifacts that have docstrings. And, we also note that we generate headers for categories even if there are no artifacts in those categories that have docstrings.

Question is, should it be included? Like, we ain't about doing favors for non-CJD stuff, but still... Does a linear list of artifacts sans blurbs make any sense?
