feat(ci): support TeamCity #106

I'm not sure how to implement correctBuild. TeamCity doesn't give you any helpful env vars out of the box. I was trying to think of a way to find out if it's a PR build with git but I'm not sure if that's possible.

I just created https://github.com/greenkeeperio/greenkeeper-lockfile/pull/131 and I hadn't realized that this PR already existed. There are some differences with this PR and it also addresses the question you had about detecting a PR.

I'm happy to close my PR if this path is preferred.
