Setup guide #1

Here's a draft for a setup guide. Now sure what the right balance of hand holding is for this, but this should be enough for most I'd hope. I've not tested it but it's roughly the process I followed from memory and I just shifted to a new Python install. I can test on a linux and windows VM but I'd rather get comments from people trying to use it to know what things need fleshing out.
