All `.wp-block-columns` now move to a column rather than a row layout at the 992px breakpoint

Pull Request Overview

At 992px it was possible, if we had 180px rounded images, that they would overlap and it would look very bad.

The requirement that came out of this was to collapse all .wp-block-columns to a column layout.

This fixes issues discussed in the comment of this ticket
