PLANET-5222 Create a "Planet 4" sidebar entry on wp-admin and group the settings

Brief summary of task:

We have a "Planet4" option (and a Planet4 Dev Report) inside settings, with a huge list of options. This ticket is about creating a new "Planet 4" entry in the sidebar (eg. like the one we have for EN plugin) that creates menu categories that group all the options.

@comzeradd I think this might be a UX/design ticket before it gets handed over to be a dev ticket? could still probably be an external contribution. @magalifatome what do you think?

@suzi-greenpeace I think we can keep it as a dev ticket based on @comzeradd suggestions. I would make some slight changes though:

• Rename "Donate" to "Donate button" and move it below the "Navigation" section.
• Rename "Defaults" to "Defaults content".
• Rename "Search" to "Search content" and move it below "Defaults content".
• Reorder other items.

Here is a suggested list of the sections re-ordered:

Thanks :green_heart: Keep in mind that on the Features section only the Clouflare options are already there for now. The rest sections should be up to date.
