Inn + Royal Seal #204

What steps will reproduce the problem?
1.Buy Inn
2.Have Royal Seal played
3.Put Inn on top of the deck

What is the expected output? What do you see instead?
I should be able to use Inn on gain ability instead Inn is just put on top and 
nothing else happens.

What version of the product are you using? On what operating system?

It might also not work with some other cards like Watchtower or Develop

r281 I can't reproduce this. I added debug statements to show the size of the 
discard pile and how many action cards were found in it. If no action cards 
were found, the Inn does not show any prompt.
