Haggler does not interact correctly with Quarry

What steps will reproduce the problem?
1. Play Haggler
2. Play Quarry
3. Buy Courtyard

What is the expected output? What do you see instead?
Quarry reduces the cost of all action cards by $2, so Courtyard costs $0.  I 
expect to be unable to gain an additional card.  Instead, Androminion requires 
me to gain a card costing up to $1.

What version of the product are you using? On what operating system?
