The rules of Dominion allow you to play the same reaction more than once in
response to the same thing, if you want to. This is why you keep seeing the
popup. In this case, if your opponent plays Militia, this is what you should
do if you want to keep all of your cards:
1) Opponent plays Militia
2) At the "Select reaction card" prompt, choose Moat
3) The "Select reaction card" prompt comes back. This time, choose None.
4) The game continues, and you are unaffected by Militia.

OK, that's not something I've had happen in a game yet. That seems odd - so if
I have secret chamber and reveal it as a reaction to an attack, I can choose to
reveal it over and over, and keep gaining +2 cards each time? I think I could
see it that you could reveal more than one reaction card if you like, but the
same one over and over?

If you do that, then each time you reveal Secret Chamber you will gain +2 cards
and then put 2 cards back on your deck. There is usually no benefit to
revealing the same reaction more than once. However, occasionally something
like this happens:
0) I have Copper, Copper, Estate, Estate, Secret Chamber
1) Mary plays a Witch. Boo!
2) I reveal Secret Chamber and draw 2 cards.
3) The 2 cards are Estate and...a Moat! Yay!
4) I have to finish with my Secret Chamber first, so I put 2 Copper back on my
deck.
5) I reveal Moat so that I will not get a Curse from the Witch.
6) Now I have 2 Actions in my hand, but I'll only be able to play one on my
turn, so...
7) I reveal Secret Chamber again and draw 2 cards (the 2 Coppers I put back
earlier).
8) Since the Moat has already blocked the attack, I don't need it in my hand
anymore, so I put it back on my deck along with a Copper.
9) Now my hand is Copper, Estate, Estate, Estate, Secret Chamber and I'm ready
for my turn.
10) Once everyone is done playing reactions, everyone who didn't play a Moat
gets a Curse.
So, in order for Androminion to work correctly, you need to be able to reveal
the same reaction more than once in response to the same action.

That is spiffy - no wonder we've never had it happen - if you didn't know that
specific rule, you'd probably never tumble to it.
I noticed a second bug was filed on this. In the app right now, it is unclear
both that Moat is working, and that the loop is intentional. I don't know a
good solution, but perhaps a note or toast the first time it loops or something.
Thank you for your work on Androminion - the most recent update has me playing
constantly.

I agree with bmcgo... it's not clear that this is intentional and while it has
been explained that it's not a bug, it felt like one to several of us. Perhaps
the card (moat, secret chamber) itself could carry a *Note on it. OR a
Tips/FYI/Note/FAQ option via menu button that will explain these little
nuances.

Issue 217 was opened with the goal of making reactions more intuitive. I still
agree with the conclusion that things are good enough for now, but it's
certainly something that could still be improved.
I do like the FAQ suggestion, and I've opened issue 343 for that enhancement.
