Mandarin on-gain effect only triggers on buy #215

What steps will reproduce the problem?

1. Play Haggler
2. Play 2 Gold
3. Buy Province
4. Gain Mandarin

What is the expected output? What do you see instead?
I expect to put the treasures in play on top of my deck.  Instead, this does 
not happen.

What version of the product are you using? On what operating system?
1.9.b20

Please provide any additional information below.
Buying Farmlands, trashing Silver, and gaining Mandarin should also trigger 
this and does not.
