Trade Route problem

Trade Route implementation has some problems.

1. Cannot know current Trade Route token count.
2. Cannot know whether put Trade Route token on victory.
3. Amount of coin produced by Trade Route depends on count of victory card pile 
its rest is less than initial card count.

Especially, 3 could affect game in following case:

- Player A buys or gains estate.
- Player A plays Ambassador and puts back estate.
- All other players defend by Moat or Light House.
