Create scaffold for IF plugins #1

We need to create the scaffolding to integrate our code with Impact Framework.

See the Boavizta model for an example of an existing plugin. https://github.com/greenscale-nandesh/if-unofficial-models/tree/main/src/lib/boavizta

In the design doc we identified 2 plugins we will need.

Prometheus importer plugin - Pulls Kepler metrics from prometheus server
Kepler plugin - Analyze the Kepler prometheus metrics and normalize the data to consume by official IF SCI models
