Production tool says to set a building's clock speed under 1%

I'm trying to get a Turbo Motor factory set up (building from scratch at-site), and I keep running into an issue where it the Production Tool on the site keeps including single buildings that have from what I can tell unobtainable clock speeds, like having one Assembler set up to use a recipe but set at 0.085% clock speed.

Should it be suggesting that? It seems in-game like a building can't be set at lower than 1% clock speed, just wondering if there's a way to have the Production Tool not include those

Edit: I should note that it stopped recommending that type of <1% building if I set items/min instead of having it set to "maximize," just wondering if it's intended to do that at all, since the game doesn't appear to allow for it

Practically you obviously can't build it, but usually you can either round up and just have the machine idle for a while, or add that to another machine and clock it to e.g. 100.085%.

I feel like showing the exact percentage number is better than rounding it up.
