Re-enable "upload selfie" block before next Halloween #17

We don't want folks to upload images when it isn't Halloween. We could manually hide / show the block using standard Drupal block control, or maybe invent some other method to do it automatically or as part of some other maintenance action.

At the moment, I have set the block to only display for administrators.
