use language independant code to find pcbnew frame #123

Same as in merged pull request #119 for branch v8.

Use the translation function from wxWidgets instead of hardcoded names which do not work properly.

Thanks, the original PR probably should have targeted the main branch.

now that main supports v8 the v8 branch will probably be deleted. So can you remove the "cherry picked" line from the commit message?

Thanks. I'm on vacation and don't have access to a PC so I did not change it by myself.
