`watch` should mirror `observer` by recording `topic, subject, data`

Usage of these three elements is inconsistent throughout firefox.

For now, implicit wins, and watch will mirror observer.notify more closely.

NOT SUPPORTED:

• any logic about "guessing" whether the "subject" is really "data".
• any guessing about json-i-ness. A string is a string is a string.
