RefreshPageLoad test hangs on IE and occasionally Chrome #213

What steps will reproduce the problem?
1. Run the TestSampleRefreshPageLoad_Small selenium test with IE or 
Chrome

What is the expected output? What do you see instead?
EXPECTED: Test runs to completion.
ACTUAL: The browser hangs and does not respond.

Please use labels and text to provide additional information.
Oftentimes the python webserver prints an exception when this happens, 
which may mean the python webserver can't handle the load. However, 
runing the sample (archive-textures.html) with the same server does not 
have any problems.
