The centerboard is fixed in the up position, perhaps by the normal safety cable that is used during haul-outs. Dave did not use the centerboard. It could also be that there is twisted cabling on the drum/block mechanism in the bilge.
In any case, the beam to which the forward cable block is attached has become water damaged and warped out of position. It needs to be replaced.
