In GreenSTEP and RSPM, SOV diversion goals (to bicycle, electric bicycle and similar modes) is specified for metropolitan areas. In the DivertSovTravel module, it is specified at the Azone level. However it is unlikely that any programs such as bike share or electric scooters could be implemented in rural locations that would have any impact on SOV diversion. Therefore, the SOV diversion should be limited to households in urban and town location types. This issue was identified in meeting with ODOT on VE-State and VE-RSPM implementations.
