My initial impression suggest that this is a copy of the "folder" plugin in moodle, with the ability for a timer to show which then releases the content within the folder of uploaded files.
This should be really clear - it's not an "exam timer" at all - most people would expect an "exam" to be something like an online quiz rather than just the release of some static uploaded files. I'm not really a fan of calling it an exam timer at all - a better name may have been "foldertimer" - I don't think we'd block approval on the name, but the description in your plugins db needs to make this a lot clearer.
