Analyse OSM tags for well-matched regions and adjust tags used for filtering #13

This follows on from discussion in https://github.com/gregrs-uk/fhodot/pull/12. Using R, I've analysed the tags of OSM objects in some regions with > 90% of their FHRS establishments (with locations) matched.
