work with Jessica to create public submission form #158

mimick event model? or make it completely different? store it in db? ping Jessica over email? will need email provider for this (postmark?) make it very very easy to approve events and make them events

should it just be a subset of the Events model......? with the popup menu to pick a venue........? but we probably don't want the whole venue list to be completely public? should there be a public venue flag....? (and manually turn off the venues starting with ZZZ, etc...?)
