Allow changing the current date with a GET parameter

Require calendar_info to have one parameter, and if the second parameter isn't specified copy the first argument to the second argument (this probably better behavior than what we had before!)
Move the "today" calculation to the index() view, but only if we fail to parse a correct date out of the GET parameter

With this change, you can see the home page calendar for a different date.

hey this is great!

I think that it would make sense to fold this under #85 since that is a functionality from the current site i.e. https://nyc-noise.com/2023-09 , https://nyc-noise.com/2023-08/ etc. archive page urls

I'll work on the merge from 85 and this PR and try to push this out soon. thank you!

heya, if that's ok, I'd close this PR and bring it over to #85 since they are about the "same" i.e. change the current month via URL? lmk! thank you
