EMANE 0.9.2 interface addresses not set #268

When EMANE 0.9.2 is used, the TAP interfaces are not assigned addresses. If 
using MDR or Quagga this is not a problem, since zebra applies the addresses 
found in Quagga.conf. Using e.g. nrlolsr the interface will not get an address.
